A cityscape is also a form of landscape; it just has more constructed elements than a natural landscape. In this image, the city skyline looks stark against the sky. You'll need fine-toothed paper, such as hot-pressed watercolor paper, or a good quality drawing paper, to get the smooth sheen of the buildings and water. Make sure your reflections are vertical - note how they go straight down, with ripples disturbing the edges.
