Draw a Goofy Cartoon Dragon

Now this goofy guy is going to start looking more like a dragon. Add the scaly belly and a dragon's clawed feet. Draw curved oval shape over his belly with curving horizontal lines across it. Make his oval feet a bit more square and draw three toes, leaving some webbing between them.

Adding features like sleepy eyes, buck teeth, a pronounced adam's apple, and a big nose follow the typical pattern for creating this type of character.
