| Artist's Statement: 'I am a bridge inspector in New York where there always seems to be a huge budget deficit and funding is constantly cut from important programs. This is my first cartoon submission and I realize my drawing appears rough and amatuer-ish looking. However, I enjoy cartooning and hope to improve my drawing technique as I intend to submit many more. I am always contemplating cartoon ideas throughout the day, as they relate to real life.

| Guide Comment: 'This is a great first effort, showing a sharp wit and communicating the idea well. I think it reads very well, though perhaps the drawing could be structured with the birds on the lower right of the picture, so that their witty comment is read last, as a sort of punchline. You've done a great job of communicating a complex political issue in a concise, clear way. I ageree your drawing technique could use some work, but that will come with practice.
